The Hubert & Georgia Rossin Memorial Scholarship
The life success story of former Mesquite ISD Superintendent Dr. David Vroonland was inspired, in part, by the seven years of his childhood spent in a loving foster home with Hubert and Georgia Rossin.
As a way of honoring the memory of his beloved and late foster mother, Dr. Vroonland and wife Joy created a college scholarship for MISD, dedicated to both his foster parents. The Hubert & Georgia Rossin Scholarship is inspired also by the belief the Rossins exemplified every day: that every child deserves a loving and supportive home.
The scholarship is dedicated to those wonderful individuals who sacrifice to positively make the difference in and to the life of a child by providing a loving home to those in need.

Scholarship Requirements and Eligibility
Award Description: The Hubert and Georgia Rossin Memorial Scholarship is a one-time $2,500 award given to a deserving student in the Mesquite Independent School District, who has grown from the experience of being cared for by a foster family during his or her lifetime or who is the biological or adopted child of parents who have served as foster parents.
The financial award is intended to help defer the cost of a student's continuing education, books or living expenses and will be paid directly to the student’s program/school. The payment will be made to the program/school upon the request of the recipient and can be held by the scholarship committee for up to one year, upon the request of the recipient.
The Waterloo Community Foundation has also announced a scholarship for students graduating from an accredited public or parochial high school in Waterloo, Iowa, in honor of Hubert and Georgia Rossin. Eligible students are those who are either currently residing in or previously resided in a foster care home.
Eligibility:
- Student has been or is currently residing in a foster care home OR student is the biological or adopted child of parents who have served as foster parents.
- Student is in good standing in the Mesquite Independent School District.
- Student must attend either a two-year or four-year college/university or be actively completing a certification program of study.
Important Dates:
- January 25 – Application process is open
- April 30 – Application is due
- May – Announcement and presentation to Mesquite ISD Scholarhip Recipient
About Hubert And Georgia Rossin - Lovingly written by their son, Mark Rossin
Hubert and Georgia Rossin were married on June 18, 1950 in Minnesota City, Minnesota. Seeking new employment opportunities, the couple moved to Waterloo, Iowa in 1961. It was in Waterloo that Hubert found his future with Viking Pump, where he began a long and loyal 32-year career with the company. During this time, Hubert and Georgia raised their six children — Sue, Mike, Sherry, Sandra, Todd and Mark — in their home. What the family didn’t have in material wealth, they made up in a surplus of love, faith, support and acceptance. Hubert and Georgia led their family with an an unwavering faith in Christ and trust in God’s providential care.
Knowing how fortunate they were to have a loving and stable family system, the Rossins felt a calling to share that love with children who were less fortunate — those who were in foster care and who didn’t have a home to call their own. In 1965, they began a wonderful legacy of raising generations of foster children, welcoming them into their home, and extending Christ’s grace and love to every child that walked through their door. Some children came for a day; some came as children and left as young adults; one child even found a forever home with the Rossin Family, adopted sister, Shelly.
Even though the children and young adults would leave to be placed either back with their parents or adopted by another family, many would often return to the Rossin's home to enjoy Georgia’s cookies and to enjoy Hub’s toys. After telling a few stories and exchanging lots of hugs, all would leave with a renewed sense of love, support and having left an important impact. Not one child was ever forgotten and always remained in the Rossins' thoughts and prayers.
This scholarship fund is in memory of Hubert and Georgia’s steadfast desire to remember those children who have no home to call their own and who may feel “forgotten,” and to share God’s grace to those in need. Every child was precious to Georgia and Hubert, and they gifted each child with every opportunity to be successful they could.
